Hi and welcome to the forum,
The only existing way to add friends without FB account is just in-game, by clicking on the player profile, but this is limited to the clubs that are in your own server only, the game have more than 200 servers and you only will be able to add managers that are playing in the same as you.

Then the facebook friends are automatically added.
