Is it legal to have Fake accounts for your association

I recently played a association tournament, and lost to an association with 1 level 49 rated manager and 3 other level 1 new, and I believe fake accounts). Is this legal and should I report this?

You can read here terms of service https://nordeus.com/terms-of-service/

As far as I am aware you can use multiple accounts. However if you believe they use it to exploit the game you can report it in-game and somebody will investigate the case for you.
