Player can barely get a new star

My players have been well improving since the beginning of the season. But once they reach the verge of getting a new star thetny just stop improving for some reason. Is the game deliberatly doing it?usps tracking showbox speed test

There is a skill cap of 180-averages on training drills.

And even the best FTs would find it very slow in improving their skill % after the average of 160%+. Maybe more resource-efficient to focus training into 2nd & 3rd best individual skills with other drills for player star improvements.
