Last season I was level 4 and I checked players from teams level 1-3. Even though they don't have negotiation unlocked I could see "make offer" on their players and slider to adjust tokens for that offer. I didn't want to complete offer so I can't be sure if is possible to buy from them. Can anyone explain this, thanks.
