Just a question. New to the game

Hey So I just got my team promoted to the third tier, I'm brand new and only been playing this since March. When I looked at the auction I saw a 20 year old 5 and half stars (From what I read that is supposed to be based on my tier.) for auction. The top bids were people in tier 30's and above. My question is why? Wouldn't that player be absolutely horrid for that level? Would it even be worth their time to train up? For someone in tier 3 or 4 I can see it, tier 38 what I saw. I don't see the logic. Can anyone explain why? Thanks!

Players on auction are the same % for all who can buy them, and once they are bought the % remains the same, but overall quality depends of buyers level...
