Why should it not be normal? People shouldn’t have to spend time and money on there team to just be playing against teams that are equal? What’s the incentive to improve your team if you just end up with more difficult opponents. It is like Bournemouth saying they don’t want to play Manchester City in the fa cup because Man City have more money.
