What level is the best time for buying scout players ??

I'm now level 4 and thinking about buying scout players. Is this level is the good time for buying them or what level is the best ??

Doesn't really matter I guess so long as you feel you have the money and tokens to buy them.

Also, don't go nuts to the point you're struggling to pay players wages.

I would say...

In the single digit levels - because there a majority of inactive and low quality levels, I'd probably recommend against buying scouts unless your drawn to face other scout buyers

In the double digit levels - Yes they can be useful because you have made your way through all the inactive teams and more and more teams are at least "semi active" and some active managers (being managers log in every so often and don't watch games).

I find hybrids of 5 and 6 stars are alright.

I've won the league with 4 stars and then 4 and 5 stars and then 5 and 6 stars
