How can we know that the player is on the negotiation list ???

I have one player with 39q and 1 skill point to become 6* I want to sell him via negotiation but how can I know that my player is have been place on the negotiation list already ? Or I need to do something to place him in the list ???

You don't have to do anything, as long as he's at 39q he'll appear on somebody's negotiation list. You just can't know when or who sees him until they make an offer.
