You don't, it's a thing for other players; if they want your guy they make a offer and the negotiation begins.
how to make a offer based on the negotiation? please explain more, i still not clear about it..
A player must be 1 skill point gaining a star and the system will put him in negotiations list. People can bid for a player from the list.

Okay, so in transfers Negotiations, click on the player, then the button at the bottom "offer details", there is a slider bar, if you slide it over til it stops that is the selling price.
