Player are different just as in real life.

Hint: When you are able to buy two players with the same age and skill, the one more expensive is most likely to develop faster.

Becase is like in real life, not all develop same, even if they have same ages.

Two 23 YO scouts on my list both 49 quality one has SA play maker the other dribbler, they have exactly the same skill points 48.2 50 49.2
The dribbler is 5.6m the play maker 6.2m so the price is not always correct.
IMO it also depends on the server they have come off and possible the academy.

I'd agree with MichuFan, though, Accy must have a basis for saying the price is not always correct. I would assume he bought both players, but the less expensive dribbler trains faster, which means that somehow dribbler SA must be more valuable than playmaker SA? I don't know.
