Player on the negotiation list

I have one player, who is missing one sp to get the next star. Is he on the negotiation list now? Is there a possibility to see if he is? Or do I just get a message if someone is making an offer for him?

it won't notify you that he is on the negotiations list, but if your on a computer logged in through facebook or topeleven.com, it will show that there is an offer on that player.

No, because the player is 4 star quality. To be in the negotiations list, the player must have 5 star quality and eligible to make offer.
