how do I buy scouts?

In another topic I found this and I replied but haven't gotten an answer yet:

If I was that fortunate, I'd probably buy 7or 8 scouts, which would still leave me with 150-200 tokens.

please explain how you buy scouts??

Maybe change some of them up for skill points and teach some players, special abilities.

How do you change tokens for skill points?

damn I think that there's a lot more possible with this game then I'm aware of..
