Yes to both your questions. The players on the negotiations list are usually the highest 5* quality available (to me on level 5, it is Q44. For you, it will be Q39). You can see the manager and their level they are when you start to make an offer (I believe you can only offer for those a level above you, so as an example, you could make an offer for my player and vice versa, while I can make an offer for level 6 players and vice versa).
Alternatively, if a club is on the same server, you can offer for any of their players as well.
strangely, I haven't managed to make any deal through negotiations list even though I made ridiculous offers. Did anyone succeed?
and I have bought 3-4 from a friend of mine, but I was rather unlucky with straight negotiations with strangers. Happy to heart that it works1
I was thinking to make a thread where people can put players they want to sell with negotiations but the problem is that you have to be on the same server.
That's the problem I've had this season where I've created friends with some players on here to do some transfers, but we were unable to as we are not on the same server. Still, extra friends to give gifts to. :)
As for negotiations, I have bought about 4 players off them in the past two seasons (1 GK, who set an asking price but I stood my ground. He eventually sold him to me anyway, 1 DC/DR and 2 ST's) and sold none, either because I desperately need them or, most likely, the offer is so poor that I laugh at it then reject it.
