How to pt player in negotiations?

I want to try to sell my player in negotiations, but don't know how to put my player on this list, can someone explain me?

You cannot place a player on negotiations, It is done automatically when your player is 1 skill point away from gaining a star.

Not true.
I have four players that are on the list, none are even close to gaining there next star, in fact the one receiving the most bids is only 32 quality, he would need to reach 35.35. 49.8 quality for that to be correct, he needs at least another 30 skill points.
Also the players I've looked at most are nowhere near their next star, in fact most are similar to the above.

Rover - some one saw your players looking in your team and placed the bid directly - they don't get on the list before they reach 34 or 39 or the points before they change to next star as the previous tread said.
