I could not do this last season but somehow he can do it. This should not be happening, RIGHT?

He seen your 4* player as 5*, so he can do that...

Yes he can reject the bid.

You can do that in negotiation tab, next of auctions tab... they will show you 5* next to 6* with couple skill points.. also if you had a friend in same server, highest from your level, you can negotiation his players for sure...
