Mine, video only available by using WiFi. No free video via phone data.
Why?

Maybe you've disable in settings the videos from data usage.

Clear cache of Google play and Topeleven

Sometimes the cache is the bottleneck even from Google-play

Same problem, certain ads (normally the 1st or 2nd after I log in) will appear to load and as soon as they start to play I get a pop up saying there's an error and to dismiss them. Cleared the app cache and that of Google play amongst others and that has not resolved anything.

There is also a limit of 24 hours but I couldn't find the relative announcement.
