Where does it say that is the tiebreaker method? In one of the IC threads, one of the admins answered a question about tiebreakers by saying it is the same rules as for CL/SL but there's no such thing as "away goals" in the IC since all the games were played on a neutral venue.
According to the FIFA World Cup rules, the group stage tiebreakers are:
Among Iran, Uzbekistan, and Pakistan:
1. Points in all games [all three teams had 6 points]
2. Goal difference in all games [all three teams had +2]
3. Goals scored in all games [Iran had 6 goals for so get first place]

Now go back and do just Uzbekistan and Pakistan:
1. Points in all games [both had 6 points]
2. Goal difference in all games [both had +2]
3. Goals scored in all games [both had 4 goals for]
4. Head-to-head points {Pakistan won 2-0 so Pakistan gets 2nd]
So Pakistan are supposed to be 2nd but because they beat Uzbekistan, not because you ignore the results vs Spain. I'll try to find the admin post where they talk about the tiebreaker.

Found it (khris you are correct about removing Spain results but goal difference is first):
So Sausy says the tiebreak is the same as CL/SL but like I said no away goals in IC:

3. The highest number of goals scored between teams that are level.

5. If two teams are still level after applying steps 1-4, repeat the steps and apply the above criteria exclusively to the two teams concerned. If the two teams still remain level, criteria 6 and 7 should be applied.
6. The best goal difference from all group matches played.
7. Highest number of goals scored from all group matches played.
