OK, 21 is not too old to develop (that seems to happen at 24) but the skills that are above 120 will train slow since they are a little high. Another poster made a chart showing how skill training slows down as the skill gets higher:

If you really want to test them, I would use the MC Christos (since he has only one position it will be easier to see) and the drill "One Line of Defense" (since it only trains the White skills Marking and Positioning).
- Write down Christos's Marking and Positioning skills (122%, 125%)
- Do "One Line of Defense" x6 as a session, and do that session 6 times. [each session uses 13.5% condition, 6 sessions = 81% condition = 5.4 Green packs]
- Half of the training should go to each skill (since One Line only trains those two skills)
- Add up the number of skill points gained for each skill after all 6 sessions are done
- Divide the number of skill points by 5.4 to give you the skill points gained per green pack and compare to the chart by GLFC on the link I copied.
Since both of these skills are between 120-139, you should get 1 skill point per skill, per session (meaning each session of 6x One Line should give +1 Marking and +1 Positioning). It will still take a while to see their total ability increase (Christos in 109% now) since it takes about 15 skill points to raise your total ability by 1%.
- Total ability is the average of the three categories, in this case Defense 118%, Attack 105%, Physical.Mental 103%; Avg = 108.667
- Each category has 5 skills, so to increase Defense by 1% you need to gain 5 skill points in the Defense skills etc.
