Stadiu, Bug and no NATIONAL TEAM

Hello i have a problem with the stadium, i did lvl 4(started this season) and it tell's me capacity 13k... but in all my games my fans and money i get from them is 800/800, it shows like maximum is 800 why??? i stadium is lvl 4 with capacity 13k.... and another problem all my friends have a national team, why i don't have? i started 2/3 weeks ago at start of season.

There is a max attendance per level.
For LV1 is 800.

Thanks for the national but the problem is that my stadium is level 4 soon level 5. Why i have fans as it is lvl 1??? it's no sense... it depends from my manager level?

yes, those level limits are team's not stadium.
Take it slowly.
