    When can I bet for player ? [Negociations]

    Hi, I'm level 4 and I don't understand why most of the time I can't make an offer for players I see, this is an example :

    There is no button "Make an offer" ...
    What's the rules ?

    If the player is not on your server you can't bid for him.

    You can bid for players from managers within your league/chempions-league/cup.
    All squad you can watch during matches, you can trade with.....as far from 3* up to 5* players.
