I guess you should read some guides. Start with this one, it's really good:

Training non-FT player, especially if he's only 3*, is wasting of rest packs. And 20 years old is not that young, so I suggest you to buy a FT (18 yo, 3-4-5*, see the guide above) today morning... meaning now. Or tomorrow morning, after GMT 3:00 (AM) when the new in-game day begins. It's start of the season, best time to buy a new player.
