You don't necessarily finish last, you just finish anywhere 8th-14th from a position where you look likely to be promoted by throwing a few games on purpose to save on tokens and develop your team....

I don't really see why you would need to communicate with other managers,maybe a message box on the negotiations page of a player so you can ask the manager if they want to sell and how much etc ...
