For me it looks like they invite you to an open party for the 100 seasons but only the VIP members can eat from the buffet.
The rest can do only with few chips :p
Of course my main team is a VIP...

Well, 31 Tokens is a lot for a free challenge. A shirt and an emblem is not much, but it's still a gift.
