Changed this eliminating Presi/Vices to fight for captaincy

1- PROGRAMM

1- Presidency Rights
The President and Vice, can join Directly the U140 and U120 Team, depending on their AvQ and, both can't be in the same squad to participate in the same tournament. This can allow the players to vote for a "strong candidate to be directly inside a squad to represent the country.

So the options here for the President are-
-Join the U140 or U120
-Don't join, so, do Administrative Tasks
-Play, to join the National Team for own Merits.
-Or, Have a direct spot (in the U120 squad of 3 managers, or U140 of 5 managers) but, join the playoffs, to try to be the Captain.


2-Vice Rights
Same options as Captain, basically. Can reject to play, join a team, fight for a spot, or, get a direct spot, and join playoffs to try to win the right to be the captain.

3- National Cup Format - Playoffs to allow managers to earn a spot for the National Team

Once we "know" if the President/Vice will directly occupy a spot inside the U120 3 or U140 5, the rest of the spots are open to be earned by the national players and by own merit, playing some kind of playoff. It can be:
-Playoff with a draw per round, consisting in 1 unique leg, till the finale for a particular "place in the team" (2 legs)
-1 leg and till some point 2 legs.
-Groups of 3 Teams could be accepted at some point, giving the spot to the best manager of the 3.
-We need to count the spots pending to cover, so if, there are only 2 spots to cover (+3rd for the president) we could allow a qualify Round teaming managers in groups of 2, so the best 2, ern the place.

4- Captaincy
The Captain have a Role in these tournaments, and is, to decide "who faces whom" in the Home Matches.
Thats a strategic role that needs to be won by merit by playing the National Playoffs and, winning a Place inside the National Team.

So let's imagine that a Pres/vice wants a direct spot in the U120 Team of 3, but, wants to fight to win the right to be the Captain.
In this case there will be the enough playoffs to allow managers to compete for the 2 open spots that are left, and "if a Pres/Vice wants to win the right to be the Captain, needs to earn a spot and, be the best taking into account, the requirements to be captain.
These requirements can be:
-More points won during playoffs + Goal differance
-Better scorer inside the squad
-Better GK inside the squad

Not bad, but if the Pres and Vice will perform administrative functions, then we also want them to be transparent, regular and available, have complete football knowledge. So as to ensure fairness and trust.

Meanwhile, I have some questions: 1. When is the tournament supposed to start; 2. How many managers are ready. 3. Where do we get information and updates?

On a second thought, if the President and his Vice can guarantee to be regular and have sufficient knowledge of organising the tournament, then we should give them the benefit of participating without having to play qualifiers or something. Because, if they win or not, they will have to hang arround and organise the tournaments.

The planning is try the U120 in the season 133, because next season, 131 we play Asia, and World Cup... then we need weeks to organize the national Playoffs and organize the event...
