Nations League First Edition U120 119,9AVQ Season 133
MAIN RULES:
This is a tournament that wants to emulate the real UEFA Nations League.
It will be playing in a 3vs3 Format for the U120 National Teams and the U140 Format will allow, 5vs5, 7vs7 or more members.
Each Federation needs to be created by asking here in the Forum, or in the Official Managers Association - Out Game Government facebook Group, having a Forum post and a Private FB Group created by us.
Iniitially, a "Manager" will be named Interim President and a second one, vicepresident. The President and Vice needs to be someone aiming to promote the Federation and Manage the National Playoff Rounds to select the best managers, that will join the National Teams.
The President&vice will have a Direct Spot, one, in the U140 Team and the second in the U120 , as a reward for his effort but, can not be "auto declared" Captain, as the Captain will, earn the Role, by own Merits by Playing the National Playoffs that are allowed and fit inside the rules.
-SO, IN THIS FIRST EDITION, PRESIDENTS AND VICEPRESIDENTS CAN NOT JOIN THE FIGHT FOR CAPTAINCY.

The President/Vice can, include himself, in the playoffs to try to, earn that Role as Captain, which basically, allow a particular Manager, to decide who faces whom in the Home Legs -so, Home/Away rounds can have different 1vs1 depending on the captains -
Of course they can decide to have only a administrative task, without playing so allowing others to represent the country.
The Interim President, Main Federation Admin, can keep his Place for 4 seasons, that will count as 1st the First season we start playing the U120 nations league. After 4 seasons, or if he leaves, he have to call to Presidential Elections, where more than a sigle manager can be voted to be the Federation President (from now on, Elected President, not Interim), been allowed to suggest between various National Qualify Formats during the campaign, and to have a direct spot inside the U140, and being responsable to manage properly the National Playoffs, delegating tasks if needed.
We will use the OMA FB Group Inbox to receive the votes. That will need to be validated.
Presidents May be impeached if after 2 seasons the National Federations wish, needing a request with support that will be sent to the OMA Government, and will need to be endorsed by 2/3 of the Federation Voters, which may need, for transparency, to be added in a census to be allowed to vote, as only National Managers should be allowed to vote.
We could make this easy by using a goodle form to register people, before call to elections.
We could too, vote using the Forms.
FEDERATIONS ELECTORAL SYSTEM
We will try to have a realistic system, but same time easy to manage to allow managers to represent the nation winning presidential elections so they will have the Role as main Admins of a particular Federation.
Once the Federation call to it's member to elections, Candidatures need to be created, with a "programm" that will have 5 headlands and, different options that are allowed, and can be selected to configurate the programm:

1- Presidency Rights
The President and Vice, can join Directly the U140 and U120 Team, depending on their AvQ and, both can't be in the same squad to participate in the same tournament. This can allow the players to vote for a "strong candidate to be directly inside a squad to represent the country.
So the options here for the President are-
-Join the U140 or U120
-Don't join, so, do Administrative Tasks
2-Vice Rights
Same options as Captain, basically. Can reject to play, or join a team that needs to be different than the one selected by the President, as both can't coincide.
3- National Cup Format - Playoffs to allow managers to earn a spot for the National Team
Once we "know" if the President/Vice will directly occupy a spot inside the U120 3 or U140 5, the rest of the spots are open to be earned by the national players and by own merit, playing some kind of playoff. It can be:
-Playoff with a draw per round, consisting in 1 unique leg, till the finale for a particular "place in the team" (2 legs)
-1 leg and till some point 2 legs.
-Groups of 3 Teams could be accepted at some point, giving the spot to the best manager of the 3.
-We need to count the spots pending to cover, so if, there are only 2 spots to cover (+3rd for the president) we could allow a qualify Round teaming managers in groups of 2, so the best 2, ern the place.
4- Captaincy
The Captain have a Role in these tournaments, and is, to decide "who faces whom" in the Home Matches.
Thats a strategic role that needs to be won by merit by playing the National Playoffs and, winning a Place inside the National Team.
President and Vice have a direct spot in each one of the tteams if they want but they can't be captains.
The President will set the requirements to be captain before the National Playoffs start.
These requirements can be:
-More points won during playoffs + Goal differance
-Better scorer inside the squad
-Better GK inside the squad
-Match Played between theose who earn a Spot in the National Team and want the place*
Another Formula easy to check out, but basically this point talk about known rules to win the captincy right.
The Manager winning a place for the National Team and having the best stats in the fields that are requided to earn the captaincy, will be anmed National U120/140 Captain.
The same amount of matches will be counted and taken into account for all in the fight for the captaincy.
So if, to determine for example, "which 8 managers of 10 that wanna join" a pre-playoff is needed to determine who joins and which 2 are eliminated, this extra round stats will not count.
5- Incentives-
The candidated can find the way to reward the Managers if they win the Nations League by Private/collaborative sources.
2- ELECTIONS
CENSUS
We will first of all do a list of participants that will vote -census- using a google form, or post. It will be public to try to avoid multi accounts.
VOTE - FIRST ROUND /SECOND ROUND
We can use, publicly allowigng to post a reply, giving a specific time to vote. Too we could use the imbox of the own OMA or any other tool.
If there's a candidate with the 50%+1 of votes will be declared president.
If Nobody have the 50%+1, the best 2 will fight for the Presidency in a 2nd Roud.
IMPEACHMENT
A Impeachment can be required after 2 months since a President won the elections, needing to be requested with support to the OMA Government and will be voted/endorsed by the federation members needing at least a support of 2/3 of the effective voters (those who vote YEA-NAI).
