This is an old suggestion (https://forum.topeleven.com/suggesti...promotion.html ) but will bring more upset than interest for the game.
Actually can be done only if the T11 will be reconstruct from the beginning.

My option, you know it well, always has been to start for a creation of a Top Level server at level 50 and add a relegation zone there....

Imposible is nothing...
