FA top 1000 and fixed draws system

To recovery the sense and prestige of that comp, I think that the best option is to make it fixed, creating a world top 1000, and then the draws always would be in groups like, the 1st,2,3,4th of this week ranking together, 5,6,7,8th, in the second best cup, and so.

I think this ends the cheating possibilities (well no, just gives a name to who really reach the top 100 lol) and give a real prestige to this comp... even with a fixed top 100 solves the problem but IMO the margin should be higher, min top 200.

I agree it would be nice if something was done with associations but wouldn't this idea simply result in the vast majority of ties finishing in a draw and ultimately the non existent penalty shootout/diceroll?
