As you can see there aren't that many quality players on level 3 servers ...

That is just your particular server. Its not the general rule.

As you progress through the levels, each 5* quality player increases by 5 quality points per level.

The max quality for 5* players (before reaching 6*Scout) is:

Level 1: 24
Level 2: 29
Level 3: 34
Level 4: 39
Level 5: 44
Level 6: 49,
and so on.

i dont talk about 5 stars , i talk about the quality
5 stars in level 1 is 20-24 i know ..

i talk about the quality players in the market , not the stars they have !

I get mostly 3* players on my server which i buy, train & play till they are all 4 * by the end of the season...

Rayko is correct...but the only way to really achieve those kinds of quality/* rating is through power training or getting them a personal trainer...

The UK servers must be poor for choice ...

Quality and stars are relative to each other...they are both ways to see how good a player is...

On my server happens the same, only three or four 5-star players are available every time you go to the market...

Sent ticket to support and after 10 replies backwards and forwards they say they have fixed it but we shall see!
