Fuat is buying EVERY SINGLE free player over 500k value at lvl3

There's a guy, "Fuat" who buys every single player without team, at level 3. He spents even 15 tokens on a single player, never lose one, and looks like he never finish them. Something like 10-12 players a day.
Is that normal? I doubt he bought all those tokens.
At lvl 3 he got a 34.8 average level team, 83M value, and still 32M money available. I took some screenshot, as well.

Very possible to have a lot of tokens, I did same, I got players from 100 tokens who was Free I don't know how many they was but I made few 200-300 M at my level

with 80 tokens 90M (and I sold a (F) player with 9M ) normaly they start from 3M up to 9M ).

He spent at least 400 tokens, since lvl 2.
And he made about 150M

But nevermind how much money, the problem is that NOONE at lvl 3 can now buy a good free player. And same happened at lvl 2, before.
