Depend on what you gonna train him. If you need just quality, than even if the 5* trains slower, compared to the 4* it will need less greens overall to reach a certain level (lets say 7*).

But if you plan to develop sa and new roles, then on the long run the 4* will overcome the other one in terms of green packs expenses: it will alwais train faster, and points applied to sa or new roles wont be considered as "handicap" in the following trainings (alwais apply sa or position points immediatly). So again, in the long run the 4* with same value ofthe 5 one will need a lot less greens.
