If I am level 4, can I buy player from level 8 or higher? is there any minimum of tokens and money I have to offer or I can offer 10k and 1 token for example?

You can, but only if the player appears as a maximum 5* player to you. When you make the offer, there will be a minimum of 6 tokens that go to Nordeus, and on top of that, you have to make an offer to the manager. There's a slider that you can adjust, and the minimum offer is slightly below the player's market value and 0 tokens, both increasing as you go along the slider, on top of the negotiation fee that you have to pay to Nordeus in tokens.
