Adel mentioned age groups, 18-21 and 21-25, I think. Does this mean the age of each individual player, or the average age of the squad or starting eleven? I think it's the first one, but not sure. And does this mean that younger players get more additional development for a win, and older players get little or none?

look my friend : the more your younger your player is ... the more quicker he will be developed .
If you have one player 18 : 21 years old and he is a good coming player and his price is expensive this means that he is so quick in developing and will gain in every match from 85% to more than one skill point ... (the more he is expensive the more he can gain from skill point in matches and training)
And if you have one player 22:25 years old and his price also expensive or so expensive than usual this means he can gain 60% : 80% skill point in every match and the same in training.
