How do I add players to negotiations?

You can't put him into negotiation list manually. When someone offered you cash and token for that, there will be shaking hand symbol. Click on there to accept, reject or counter their offer. If you want your player on the negotiation list, you need to have him one skill point away from the next star...

They are in different servers. Nordeus is currently implementing cross-server negotiations...
