transfers and notes

hi, i want to ask you one question about transfers.

I'm level 9 today. Iwant to know how do you choose a player on transfer market ?
I explain. Before, i taked player about quality (i take always 5 stars with better quality) and a lot of my players in match have note 5 or 6 or 4 etc...
so now, i take 5 stars and i look notes of the players, i take only if notes are 7-8 ...

Do you do the same thing ? For me, quality is not a quaranty, notes yes!
i see a lot of people buy players now on new season, so there is no note on players to see!!! it's only chance... need luck to have good players!!! how do you do here ?
or there is something who show that player will be good ?
