I'm afraid it is not so. From my experience and looking at other senior members' posts, the engine does recognize unassigned SP when balloting Cup schedule. So saving skill points won't be any help. Assigning them will make your team playing better in the current season.

if your doing well then save why change if not broken as i do, if not so good use when and if needed
