the only caveat being they must be on the same server as yourself. You will know this as you can try to buy players from other manager in your league, but might not be able to buy from all of your friends.

Hello I have read the article, but precise that you can negotiate with friends or it is impossible or there is no way to get there

the limitation is if they are on your server, so if you can see their matches, you should be able to negotiate for players. I can only buy players from a few friends, not most.

You also can't negotiate until level 4 IIRC

Don't worry on it, as nobody ever wants to sell in negotiations. I think I have managed to buy ONE player through it, after dozens, and dozens of bids.

The fact is, the players that are on there, are not chosen by the managers, they're simply put on the list because they're nearing level up. Meaning, they're usually the very players managers want to keep!! Unless you make near scout level offers, your offers will mostly be rejected.
