Are you sure that the shooting quality is what counts here and not the Passing and Crossing Quality.
I use the best passer/crosser player as my free kick taker and that works for me, but not 100% ( mmm , not 90% also). Feels like Im in with a chance most of the times.

Use the best crosser for Corners while best shooter for penalty and free kick. Mind the leg!!!

It depends, because most of the times you have direct shooting, but in a few you have crosses to the area. So both can be right.
