The best way is to test them but with such a big difference between them I would choose the striker.

I would always take the Freekick specialist, when he is not much worse than the other in terms of rating and age.

For example I would prefer a 26 old 46 rated freekick Striker over a 19 year old 48 rated normal striker... There are so many players in topeleven and you can always buy new people.

But not a 30 y.o. 40 rated man over the other one... You have to think about it.

I just give up of SA, i put the player who has the highest shooting rating, no matter the position or SA.
In A a Z FC i have a DC that takes all the free kicks at the left he scores about 7 in 10 free kicks, His one of the top scorers of the team.

Since he's comparing the shooting stat it's safe to say they are both strikers. : )

Furthermore, I doubt he'd be hesitating between buying different position players, and compare the quality of one vs the SA of the other.
But who knows, perhaps I'm wrong !

Are you sure that the shooting quality is what counts here and not the Passing and Crossing Quality.
I use the best passer/crosser player as my free kick taker and that works for me, but not 100% ( mmm , not 90% also). Feels like Im in with a chance most of the times.
