I don't think it's an accurate number... It's hard to say until a developer actually confirms this.

In all honesty, I just look at whoever has the best shooting ability. If it's the non free kick specialist, then choose him. My first choice free kick taker between seasons 2-9 was actually a corner specialist and scored a ton of goals from free kicks, that was due to his very high shooting stat.
