Negotiations for players

I am just into level 4 and was looking forward to starting scouting then negotiating for players but I seem to be unable to bid for some players. They are in levels above me. Is there some restriction that you can only negotiate for players on your own level?

should not matter which level above as long as 5 star to you on neg list, the reason i can only think of is you don`t have enough tokens to bid

They are on a different server and you cannot bid for a player on another server.

Pretty much yeah if the player is 3*-5* from your view and on your server you should be able to make an offer, but be aware that many players on the negotiation list aren't going to ever get sold, they are on there due to their approaching the next star level. (they are put on the list automatically) I have had better luck making offers on friends' players than from the neg. list.

The players in question appear to me as 7 star players. I found them by 'scouting' the cup teams so they should surely be on my server. Plus I have plenty enough tokens and money to bid. Is the problem the 7 stars?

Then thats the problem, you cannot bid for a player higher than 5* Quality (except scout on Scout List)
