    Exactly, you would tank first and in the new season after you tanked you would buy a scout. If you bought the scout first and tanked that season you would be wasting a year of a scout. Albeit, he would be better but why would you want to have a scout playing for a team that is losing since you buy them to win. The main point is, just in case it was not clear, that you tank the season and play your worst players so you lose the game. why play your best players?
