I am almost sure, there have to be more hidden attributes, accounted into average performance. Maybe form is short-term only when looking on last 5 games. But comparing standard deviation of the ratings of season-long form of players (top state: playing their positions, 93% won matches, morale boosted before each game to be very high; condition 95%+) I see, that even some very good players (top skills), have very unstable form and stats show, despite they have good skills comparing to opponents, and higg price - they just play bad.
