Keep him as a reserve since you can't sell him. Just wait until he declines in stars

try the following and see what happens..
1) use hard training for 1-2 days and then check his perfomance
2) use him in a different position of his role
3)try a friendly and he will def have better perfomance
4)bench him a couple of games
I had the same problems with a couple of players,(not bought as scouts but made them) and it worked..But i have to admit that they where awful for many games and they start to play well after many games
