I am a level 2 manager. Is it worth purchasing the scout players at this level and if so should I only get the 22/23 year olds? How long with the 6* players be competitive if I continue to get promoted? 50 tokens per purchase seems a bit much, bit if they at worth it ...
If you buy tokens, probably yes.
Depends of the competions on servers, but i think that below level 5 or 6 you can do great without scouts, i only bought my first, last season on level 6.
Try to buy only the 22 or 23 years old ending in 4 or 9 because those are near the next star.

No - A token player will become average after 2 seasons.
