Transfers via the scout

I'm having a problem buying a player through my scout ...

I have the money to pay for the player but it keeps saying I don't have enough tokens to buy him ?

Why is this ? when it gives you 2 options on how to purchase the player ... a price in $ and an amount of tokens and I want to pay in $

I'm doing something wrong or is this a bug ?

it's not an option. you must provide sufficiently both money and tokens to buy a scout. all scout costs you 50 tokens and some money which depends on their age and rating
