Its not a bug...The manager has used the new update feature of TAKING OVER ANOTHER TEAM...
When he had taken over another CLUB his level would have been 21, that's why 21 is being displayed......

So are you saying he was already at level 21 when he changed his team or the team he took over was at level 21?, I assume it must be the first one!.
