Just let me add that before FIFA started the World Cup, the world champion was determined by the winner of the Men's Football at the Summer Olympics.
That's why Uruguay uses 4 stars in their badge, since they had won the gold medal in 1924 and 1928. And that's why the first world cup was held in Uruguay, since they were considered the world champions in title.
After 1930, the Olympic tournament became a competition for amateur players only, however FIFA doesn't say yes or no about the titles won before 1930 still counting or not. Probably if it was a bigger nation, they would be assertive about it.
