actually you can...buy a scout from a scout list...he'll suck as a 6*...wait a season, he'll drop a star to 5* then he'll outperform everyone...

As my uncle Tom Cruisealways says, stars are relative. As far as I can see the higher you go the more the difference lessens. 25Q players are 66% better than 15.....110Q are 10% better than 100.
But yes, I imagine there's a lot of "if I only had them 2 seasons ago".
Thats what I told myself before.
I never buy young <22 yo because training them takes time and effort and some additional tokens. Taking that into consideration, I'd buy a 22/23 yo scout over a young Nordgen or a fast trainer any day for the convenience and longevity.
My token team's made up of two or three scouts mixed with 22 year olds who'd maintain a 4 star rating for a few seasons from the TM. Im comfortable with this policy. Everyone has his own
My non-token teams are just made up of 22 yos and players on the brink of retirement...
