transfer market question - how transfer market categorized according to manager level

Hi all,

I'm now in Level 8, i would like to know when i try to sell one of my player (Quality = 42), how many levels of Manager can buy it?

I ask this because i'm baffled why this player cant be sold? He is very versatile - can play DMR, MR, AMR and have a free kick specilist as special ability.

Right now in my level, (Quality = 59) is the maximum quality that i can see, i'm wondering which level of manager can see the player that i transfer listed?

Any player can be seen to 3 levels, can't he? On one level he's a 3* on a lower level - 4* and on one more lower - 5*, am I right? And my guess why he can't be sold is... the NEW TRANSFERMARKET!
