Don't think that's what is happening here. Some of my 22 y. olds are over 3 seasons with us and some are not.
Here goes another normal intensity stretching:
Looks like my fastest trainer aside from two 19 y. olds will be a 25 y. old. Great.
6/7 these 22 y. olds were rarely getting less than +20% last season and look at them now... Skoda (the bottom one) was 2nd fastest out of them...

I wont lie here, 6 skill progress for 22 y.o guy suck hairly ballz as nordeus do, Im pretty sure they did smth to the training system as im curentlly powertraining some of my players and i can notice the difference..

Yeah, Skoda was always getting around 20% last season and Dapkus with Dantas both around 25%. Look at their unassigned SPs: 25, 25, 31. It's from Day 20 of last season. And Yulinahar (the one faster training 25 y. o.) has 17 since the same day even though he probably played more than all of them.

The first youngster I had that got to 21 yo and kept going fast not noticed his rate this season yet.
But iirc Sid and I did have a similar thing last season with 120+ gain then huge drop without age chane or anything....just out of the blue it was 4 or 5 slow trains then high t for 1 then back down, so unless you've did a lot of training and its been consistently lower then keep an eye on it. Eventually it went away for me....glitch is what I concluded.
